Bertus Bierman
Strategic Advisor Badirammogo Water User Association
Bertus Bierman is currently the Strategic Advisor at the Badirammogo Water User Association (formerly Lebalelo). He previously served as Chief Executive Officer of the Lebalelo Water User Association from April 2016 to December 2024, and held the roles of Chairperson and Deputy Chairperson between 2003 and 2014. Before joining the Association in an executive capacity, he spent 14 years at Anglo American Platinum as Senior Manager responsible for water infrastructure, and is a qualified Civil Engineer with more than two decades of experience in municipal infrastructure management. During his tenure as CEO, Bertus played a pivotal role in conceptualising and advancing the Association’s flagship capital programme, the R25-billion Olifants Management Model Programme (OMMP). The OMMP aims to accelerate the implementation of bulk and potable water infrastructure to supply hundreds of thousands of people in communities across the Sekhukhune District and Mogalakwena Local Municipality, as well as commercial water users — including mining and industrial operations — in the Northern and Eastern Limbs of the Bushveld Igneous Complex.

South Africa’s Olifants Management Model Programme (OMMP) demonstrates how shared responsibility between government, mining and industrial stakeholders can unlock infrastructure delivery by delivering successful water infrastructure across a water-deficient region. Could similar models provide a blueprint for the continent?
