Emanuel Vieira Lopes (EVL) is a midlevel governance and mining-sector advisor for the Secretary of State, with a technical background in Computer Science and specialised in IT Management Systems. Have undertaken work in digital transformation for the Public Administration, regulatory modernisation for the Mining sector, and public–private administration across the Mineral Resources, Oil and Gas industry. His portfolio includes the design and implementation of sector-wide governance frameworks, optimisation of institutional processes, and the deployment of digital regulatory systems, most notably national mining cadastre platforms such as the Angola Digital Mining Cadastre (CMA). He is recognised for his foresight and ability to align policy, technology, and operational needs.
