Jean-Luc Mathey
Program Director - Cobalt for Development GIZ
Jean-Luc Mathey is a Senior Project Manager with over 20 years of experience in managing and implementing international development projects across Africa. After various endeavors in Commercial activities in the Private Sector in Europe, he joined GIZ in 2003, where he has been involved in various programs in several African countries (Chad, Gabon, Cameroon, DRC, etc.) related to refugees, DDRR, capacity building, agriculture, and infrastructure development. Since 2019, he has been the Program Director for Cobalt 4 Development (C4D), an initiative funded by the private sector that aims to enhance the living conditions and working standards of artisanal cobalt miners and their communities. Since September 2025, he’s been an IRTC Certified Raw Materials Risk Manager. He has a proven track record of successfully implementing projects, where he has played key roles in EU, World Bank, UNDP, UNHCR, DEZA, AFD, and private sector-funded projects, delivering high-impact visibility, stakeholder engagement, and knowledge-sharing initiatives in complex, multicultural environments or fragile contexts. Fluent in French, English, and Lingala.
