How can African countries leverage the rise of new investors in critical minerals?

Africa’s critical minerals are attracting a wider range of investors, from private equity and climate-tech funds to blended-finance vehicles and state-backed strategic capital. At the same time, capital flows are shifting eastward, with Gulf sovereign funds and Middle Eastern industrial groups expanding their presence across lithium, graphite, nickel, and rare earths. These investors operate with very different logics. This session focuses on how different capital types assess risk, structure deals, and engage with governments – and what that means for African developers seeking financing that actually moves projects from agreement to construction.

Unlocking Creative Capital for Africa’s Mining Future: Presented by Milken Institute

This panel discussion will explore innovative financial tools to accelerate investment across the mining cycle—from discovery and extraction to processing. Historically, the sector has relied on small-cap funding through Canadian and Australian exchanges. The moment is ripe to develop new strategies for both risk and patient capital that can unlock Africa’s vast mineral wealth, deliver strong returns for investors, and attract new investors to the table.  

The discussion will bring together leaders across established and newer mining operations, banking, government, and African financial institutions to explore innovations in mining finance.
