James Holley is the CEO of Traxtion, one of Africa’s largest private freight rail companies, a which is shaping the future of rail on the continent. With over a decade of leadership in private rail, James has been instrumental in expanding Traxtion’s footprint, growing its train fleet, and unlocking new freight corridors across Africa. Since taking the helm in 2016, James has led Traxtion’s transformation, from pioneering private operator access to facilitating vital copper transport in the Democratic Republic of Congo. His expertise in navigating the complexities of Africa’s rail industry has made him a key player in shaping its evolution. To date, James is at the forefront of rail reform in South Africa, championing greater private-sector participation. His strong financial background, paired with hands-on industry experience, positions him as a leading advocate for rail’s role in driving economic growth. Internationally, James represents Africa on the Management Committee of the Rail Working Group, promoting the adoption of the Rail Protocol to the Cape Town Convention—an initiative streamlining cross-border rail transactions. As a chartered accountant (SA), James completed his articles at KPMG in the financial services division. He holds a B.Comm Hons (Man Acc) from Stellenbosch University and a B.Comm Hons (Accounting) from the University of KwaZulu-Natal.
