African Legal Support Facility

The African Legal Support Facility (ALSF) is dedicated to transforming Africa’s natural resources into a catalyst for resilience, sustainable development, and economic growth. Hosted by the African Development Bank (AfDB), the ALSF enhances legal capacity and empowers African governments to negotiate fair and equitable agreements in the extractive and mining industries.
The ALSF provides expert legal and technical assistance to level the playing field for African governments, bridging gaps in expertise and enabling successful negotiation of complex commercial transactions. The ALSF’s advisory support spans key sectors, including natural resources & extractive industries, energy, infrastructure public-private partnerships, and sovereign finance. 
In addition to advisory support, the ALSF delivers targeted capacity-building programmes, equipping African countries with tools to maximise the value of their natural resources, mitigate legal and financial risks, and foster sustainable investment. By supporting transparent and equitable resource management, the ALSF plays a critical role in advancing Africa’s mining sector and its broader economic transformation.
