Minister of Mining Republic of Sudan

Hon. Losuba L. W. Upele served as a Major General in the Sudan People’s Liberation Army and in two Ministries as a Minister. He holds a Diploma in Advanced Philosophical Studies from St. Paul's Seminary in Khartoum, a BA in Ethics and Development Studies, and two Master’s degrees—one in International Development from Manchester University and another in War in the Modern World from King’s College London. His contributions to national security earned him the 2011 Chancellor’s Award for Homeland Defence and Counterterrorism, along with First-Class Certificates in military command. Following the Agreement on the Resolution of Conflict in South Sudan (ARCSS), he played a key role in security initiatives, serving on the boards of the Strategic Defence and Security Review and the Security Supervision Mechanism. As a member of SPLM-IO, he was appointed Deputy Chair of the ad hoc committee implementing Revitalised -ARCSS in June 2025. His efforts toward peace and federalism culminated in his 2020 appointment as Minister of Federal Affairs and, in 2025. He led the development of the Federal Blueprint, advancing South Sudan’s federal transition to a federal state. Currently, as Minister of Mining, he aims to harness mineral resources for strategic security and sustainable growth.
